How long ago did it happen? Have they made any efforts to stabilize financially? Do they qualify on all other of your criteria? Talk to an attorney.

Referencing the California law, if your first applicant meets all your criteria except you as a landlord do not want to have to evict the applicant with the history of eviction. How should the landlord deny the applicant?
