Suspected smoker, unable catch smoking, no smoking policy?

I have a suspected smoker. I'm unable to catch him smoking, but I'm receiving smoking complaints. there's a no smoking policy on the lease. Any suggestions on how to go about proving this to evict this tenant?

I would talk to an attorney to see what might be helpful, what kind of evidence you can get. Sometimes you can get witnesses. There's other kinds of techniques, but it kind of depends on the court and whether or not they might, you know, go to court. You might take them to court.
