Yes, if you have a no pet policy, right? Otherwise, they're breaking the lease. Now, they can make that request at any point. It doesn't need to be before they sign the lease. So if you find out they have it, and then they say, well, it's an emotional support animal, then you can go through the proper channels to verify that. But you technically have to accept it if they do provide you with what is required.
