There are a few categories of real estate investment trusts with regard to how they're categorized under SEC registration. There are publicly traded REITs, meaning a REIT that is listed on the New York Stock Exchange. Most of the programs that have these 1031 programs are either public non-traded, or private non-traded REITs.
