No, you can't. So you can't charge a pet fee to an emotional support animal or service animal. But you can have a pet fee for regular pets. That's fine.

Since California recently limited the security deposit to just one month, instead of requiring additional pet security deposit, I'm adding a pet fee to every month's rent. If the tenant claims a support animal, can I still charge that?
