Totally normal. I hope it's not as common because it's unfortunate if they can't really help you out, but it is up to them, right? So ultimately, they are in control of what information they will or will not share with you, right? They don't have to tell you anything. However... ask. Why not ask, right? Worst thing they could say is no.
