If the rent is paid by occupant's sister who is not a tenant, should the 3-day notice be issued to whom?

Your rent is paid by an occupant, tenant's sister. She signs paperwork admitting that paying rent doesn't make her a tenant. So I think the sister is paying on behalf of the occupant. So in this case, if a three-day notice is to be issued, should it be issued to the tenant or to the tenant's sister who is paying the rent?

I always advise that you name the tenant on the lease, and then anyone else who may be there, and then there's a catch-all. And when I send a process server out to serve a notice to pay rent or quit, we serve two copies. One is to the named tenant, and the second is to anyone else who may be occupying the property.
