Would a duplex house with two separate leases count as two units? What if the whole property had just one lease for the entire property?

The way that the statute is worded is units. So I would try to find another exception. If there's one lease, I would save that for a hearing and argue that. Certainly, tenants' attorneys are going to be arguing every single one of these exceptions.
