If GCEL doesn't apply, can I state that in the lease?

If the GCEL does not apply in my area because the local government did not opt in, can I just state that in the lease instead of providing a six-page form when 99% of the form doesn't apply?

You have to no matter what. New York State says you have to provide it. And if your jurisdiction hasn't opted in, your municipality hasn't opted in, it's easy for you. All you got to do is check those two boxes. So why roll the dice?
