Fail to provide 231C form to new tenant, can email form?

If we fail to provide the 231C form to a new tenant recently in a jurisdiction where the GCEO law has not been enacted, Can we just email the tenant the form, or does it need to be sent by certified mail?

Emailing is a really good way to show that it was provided. If you can have them sign some sort of acknowledgement or even just reply received, I think that would be sufficient. But what sort of proof the court is going to require that it was provided with the lease?
