If I give the tenant the option of using my appliances or to have me remove them and they destroy it or something and it no longer works, does that allow them to complain about habitability?

no so habitability applies to um you know issues or defects that arise generally common wear and tear or things that are not the fault of the tenant if the tenant is the one who has caused the habitability issue or the damage it is the tenant's responsibility to pay for that repair. So, no, that does not give the tenant the right in that circumstance to complain.
