If the landlord is actually the one making the decision and they have received the report themselves, then they're the ones who are sending the letter typically. If you're being hired out, though, I would check with an attorney to see what your agreement looks like and see if you would be the one that needs to send them a letter as well. But Definitely check with an attorney to see who would be the best to send that letter to the tenant and provide the rejection.
